Hunting around on some archived Destination Freedom pages, one from 3 Jan 2005 indicated that work is underway to restore the SIRR (ra!), and that the following will use it when completed: Howland Hook Marine Terminal (of course, now called the New York Container Terminal ), the Fresh Kills transfer station (oddly, this seems to be the first time any politician actually mentioned this project), Visy Paper (now called Pratt Industries - stop renaming everything!), and VanBro Corporation - now, where did these guys come from? Googling turns up that they are a Construction and/or a Concrete firm, and not much else (er, turns up - not that that's all they do)...even worse, some filing indicates a generating station is supposed to be built on part of their land at 1900 South Avenue.
So, as Butch Cassidy probably didn't say, "Who are those guys?"
