Transfer ?

The city I was wanting to get on with is not taking applications for conductors. So I was wondering if I went to the conductor school and hired on in a different city would I have to wait a certain amount of time before transferring to the city I want to be in? Also, how does CSX feel about transferring are they generally ok with it and do you have to or can you submit your tranfer papers even before a position opens up in that city?
