This wasn't a surprise at all. Mr. Pelletier was reinstated following a court order stating that the way in which he was dismissed was improper. The government immediately said he would be fired again. This time, the right way. The only thing slightly surprising about it is that it took so long.
VIA's former President, Marc LeFrancois, was fired first as a direct result of his being implicated in spending improprieties. I don't think there were any appeals in this case.
