The lack of consistency you speak of has to do with extra board crews and job changes due to bumps, retirements etc. etc. Management also has their hands in the cookie jar on this one too. As for bonuses being offered...not at Shared Assets. Attend a hiring session and get yelled at and belittled by the "Management" then they wonder why no one wants to work for them or half the room of prospective railroaders walk out. You can make almost as much working at Walmart for a lot less stress.
