i recently passed by the Wayne - Carpenter Loop and i see it still has the former trolley tracks from the 20&53 . And I thought that they should rebuild the loop and make it a bus loop instead of having the loop go to waste.

Well, there is a bus loop of sorts at the end of Wayne Avenue where it meets Sedgwick. Buses lay over there and turn around.

I'm not sure why SEPTA should restore an abandoned trolley loop that has since become part of someone's private property and medical practice.

i still think the loop should be restored , keep the rails for historical purposes but rebuild it a lil bit

According to Phila.gov, S.E.P.T.A. still owns the land around the doctor's office. He isn't paying taxes on the loop.
