I’m so confused. Why are they turning the Farley building into “Moynihan”? Is that going to be for NJ Transit and / or Amtrak? Or is it going to be for LIRR in addition to Penn Station?

It's primarily an Amtrak facility. LIRR will be represented too, though, as all their tracks can be accessed from the West End Concourse, and many from Farley. NJT is not an intended occupant, though like the WEC, I imagine they'll be some departure boards for them there. But it's primarily a gateway for Amtrak, which will free up space in the existing Penn.
