There really isn't much talent to choose from, unless you promote from within, for running a North American passenger railway. Even the outgoing CEO really didn't have a transportation background being a lawyer, and he was a pick of the previous government.

I don't know enough to say one way or another if it was a political pick, but the following quote from the article would tend to lean towards it not being a political pick
