R40s @ Rockaway park

Hola-

Does anyone know what is going on with this set of R40s at rockaway park? Why are the windows covered, and were they there when the hurricane hit?

Perhapse they're getting ready to extend the (H) train to Rockaway Park sometime soon.

And the MTA says they're more-or-less on track for a June restoration of service via Broad Channel, so it could be for that too.

Any extnesion of service shouldn't have anything to do with any R40's. They've all been retired.

That pair has been there for years now.
