A Question About DM30 Trucks

I was over at the LIC Yard on Wednesday of this past week and I noticed that many of the DM's with lower road numbers (ex. 411) had much newer looking trucks than those with higher road numbers, like 509. Also noticebly missing from 411 were the third rail shoes. Has the railroad already started modifying the DM's?

411 is not a DM it's a DE. Never was a dual mode, means no 3rd rail shoe. Dual Modes are all numbered 500 and up (minus 503 since it melted into a pile of scrap).
