Jeff City Sub

Hi all, I'm new, though I've been lurking for a few years. Does anybody have any information on the Jefferson City Sub? I used to live in Webster Groves, but moved to Chicago earlier this fall. Since then they've taken out the crossover and signals at Webster, added a detector, and it looks like they're doing the same to the signals at Kirkwood. Are they resignaling the entire subdivision? I only ask out of curiosity.
