there has been so many studies on hsr in australia , theyve probably spent more on studies than it would cost to build a line .
i would think sydney - canberra- melbourne would be the first choice , though sydney-newcastle - gold coast -brisbane may now be getting close in potential ridership .
The problem is the big empty gaps in between i think . Strangely there is virtually no big towns between Canberra and Melbourne .

Albury Wodonga is the biggest town i think , change of guage at the border . it has about 90 000 people , gfairly spread out . however it would be a connecting point for bus to the wine district , and Adelaide . but from memory thats it as far as big towns go .
