There was even less support for creating a nationwide network of HSR 40 years ago. Amtrak was taking over struggling, practically failed, passenger services. If it were not for politics more trains would have been cut then - but keeping trains running through as much of the country as possible made government spending on Amtrak more acceptable than it would have been if certain states would have lost all of their passenger service.

40 years ago what became Amtrak was struggling for survival. Survive first, then expand.
