horn ordinance

are engineers there exceptions to an engineer blowing his horn in an area where there is a train horn ordinance? for instance, people, animals, cars on the tracks, people speeding around the gates, etc.

Your Question does not make sense but if you want to know if an Engineer can still blow the horn in a horn restriction zone, the answer is yes, when ever the engineers sees a hazard that would ordinairy require a horn responce.
