help getting on with CSX

I have already taken the test and have been put on the waiting list for a job as condutor. I was wandering if I would have a better chance on trying to get on in another city and then tranferring to the one I want to work at later on.
I also I have heard that CSX is needing conductors in Richmond VA and are giving incentives to go there but they are making you sign up for 3 years before you are able to transfer.

I would greatly appreciate in help or suggestions on this matter
