Did the Feb. 2 blizzard shut down the Mendota/Ottumwa Subs?

Noting that Amtrak did not run any trains on Feb. 2 between Chicago-Quincy/Denver/LA, am wondering if the former Q was shut down for a period until the line was cleared of snow and/or outlawed trains. Did they run any rotaries or plows over the mainline in IL?
