I have a question. I am about 3 miles as the crow flies from a huge radio tower that is right near the state highway admin and the fire/police station. Should I be able to pick up stuff coming and going to it even though im potentially very far from the source?

Do you think CSX/Amtrak uses this tower?

Just because its called a radio tower does not mean it is, a lot of towers in town are just microwave towers and cell phones.
Railroad communications are usually based at interlockings were a radio is mounted in same or separate box with a telephone pole and antenna.
The Dispatcher controls the remote radio's by telephone land line.
