Its an RS-11 that had it short hood "chopped" (rather poorly) by the railroad which owned it. Judging by the colors it may have been a Chihuahua al Pacífico railroad unit.

If it was acquired by Dow in 1987, I'm not sure how it can be ex-BNSF, since BNSF didn't come into existence until 1995. Maybe they meant ex-BN, which would make more sense.
