Is there a reason that 405 kept its number. It seemes in the past that the GVT had gone to a Horsepower based numbering scheme.

Actually many of the D-L locomotives have their original number. For examples most, if not all, of the former E-L C-425s now have been renumbered back to their original number. Ditto for the RS-3s and the C-636. Of course, there are other examples where this is not true, such as the 2045 and the 3643.
