the blue light (in Cabs) is FRA mandated blue light for when MofE does repair/inspections.

RestricingontheHanger, you are confusing LIRR M7's with MN M7's. This thread is of course for MN. The lights on the outside of the two agencies equipment differs in a few regards. On the LIRR a blue light on the outside of the leading cab does indeed mean the ASC is active. On MN there is no such thing, the blue light is found in the cab and refers to blue signal rules.

I didn't know the blue light indication on lirr equipment differed from mnr trains. I always assumed they were the same.

few other differences like:
Seats on LIRR face towards center of car, on MNCR they face the vestibules.
MNCR cars have crew door for half door operations, LIRR did not.
LIRR cars have rubbing strips on outside carbody for if car hits obstructions in tunnels or platforms.
