I right now have a small DC layout, but would like to change to DCC in the future when time permits and have a question about sound decoders. Could I import my own MP3 file into a sound decoder, for example if I wanted the correct horn instead of a default horn sound that came with it, could that be possible?

Sounds like you need a bunch of DCC education. LokSound, Qsi and Digitrax allow that but do a lot of reading first. This is not plug and play.
Below are three that I know of that allow you to download your own sounds.
There are Yahoo DCC Groups that specialize for each brand that discuss this.

This is not something that I do. I buy my sound decoders ready to use.

QSI requires you to use their sound files, custom files are not possible. Loksound will work with mp3s, Digitrax will need the mp3s converted to Digitrax's sound format files.

The decoders CAN be plug and play. QSI and Loksound can come with a 9-pin JST socket where you can plug in a harness and pop in the speaker and you'd be good to go. Digitrax's Soundbug is a plug and play module that plugs into a board replacement decoder (which isn't exactly plug and play since you'd need to install the decoder in the first place!)
