How do the F40PH-2C and F40PH-2CAT differ from each other?

I don't believe the F40PH-2CAT was an EMD model - NJT rebuilt their F40s which were "screamers" - aka - F40PHs, into F40PH-2CATs in the 1996-1997 timeframe. the rebuild consisted of getting rid of the back porch, and enclosing it and putting in a seperate HEP motor, which happened to be a CATerpillar diesel engine, so the main prime mover wouldn't need to run in notch 8 at all times.

Some other RR's might have rebuilt their F40s this way and used this designation as well, i dunno.

Yes, some of them have Caterpillar HEP gensets and some of them have Cummins HEP gensets.

Unlike with Caterpillar, using the first three letters of the name Cummins might have resulted in some raised eyebrows and general awkwardness, so maybe they felt it best to just use the first letter.

I'm not sure. They come in different sizes based on how much HEP capacity the railroad needs. Efficiency would also depend on the age of the unit.
