I don't understand Septa. They are crying that there is no money and must raise fares and eliminate services, but they have money for this project. I think they need to get their priorities straight before worrying about this project,IMHO.

That's the difference between the operating budget (which is the source of the present crisis) and the capital budget, which pays for projects like this.

SEPTA needs more capital investment too, but it is not at crisis level like Amtrak (which does not get separate capital and operating grants from the feds, but has had to defer maintenance to continue operating the full system).

If Septa raises its fares and cuts services, especially weekend service, that is not good at all.
