While on a MTD enroute to NYP this morning I got a quick glance of a car that looked like it was being tested running westbound through Harrison towards Newark Broad. This was about 9:15. Looked like it was white with blue and green accents. It was a single car -- no engine -- I guess powered by catenary but I just saw it at the last second so really didn't get a good look. It looked like a passenger car not a work vehicle but again I probably saw it for all of 2 seconds.

It sounds like it could be the "TGIV" the - Track Geometry Inspection Vehicle. That is a single track car which is self propelled and the various structures of the track is tested.
