The cable car that BART installed to the Oakland airport would be a good comparison of how it might work at Newark airport. The big differences are cold and snow.

I lived in the San Francisco area many years ago, and was impressed by the simplicity of the cable cars, probably nearly 100 years old already already in back then. No engines to break - all that was in the central station which pulled on the cables. Each cable car line was at least several miles long already , times two for the cable length. Of course then from a maintenance perspective, most of your eggs are in one basket.
