From PRR Lines West email list:

2/28/1920 Transportation Act passed setting date of USRA ending.

3/1/1920 USRA control of railroads ends. Two days later, remember leap year.

That is amazing that the Federal Government would disband an agency in two days! Can not imagine that happening since then. More later.

I don't know the dates, but USRA 2.0 passed out of existence after Conrail began operations on April 1, 1976. Later, it was reconstituted to set a price at which the State of Alaska would purchase the Alaska Railroad from the Federal Government, after which it was again disbanded. Truly unusual, if not unprecedented.
