Can anyone shed light on the selection of the E-10s, E-15s and E-20s for the NYA from the LIRR's fleet prior to the start of operations in 1997? Any criteria, or was it simply at random? Have wondered how the choices were made. Thanks.

Most likely what LIRR was willing to "lease" to the contract freight operator at that point in time.
