Does anyone know the story behind this? Is it some sort of intermodal experiment or has PAR lured in a new customer?

Waters -- perhaps not exclusively -- get put on POED, requiring a setoff -- sometimes in the yard, sometimes on the Camp, sometimes too late for a POSE that may have leapfrogged that POED. Mebbe Rigby has its own problems, but shoveling the solution west to Ayer seems an incomplete solution.
