Samuelson's error is taking the stated reason for the expenditure seriously. These few billion will not buy HSR for the reason he gives, there is no way to get from this little pile of money to the big pile of money needed to actually build HSR. This money is an employment program for the rail consultants and will also plow a few billion into the national rail system by way of expanding capacity and/or speed in the system for the benefit of passenger rail.

It is much as what the State of New york has done for years, calling every rail program that comes down the pike a HSR program even though after all this time and money spent HSR is just as far away as it ever was. Political tricks.Not real.
