Does anyone know how this standard compares to EPA Tier 2? e.g. is it the same, less stringent, more stringent?

Note that UIC tests are not just for emissions: they also test engine durability, so as to provide a sort of "buyer's guide" to locomotive components.

UIC is the standard setter for European railways: I don't know how much UIC certification means in the rest of the world. So it's interesting that GE went ot the trouble of getting UIC certification for the GEVO engine, given that they seem to be committed to using the Jensbacher engine on locomotives for the European market.

The news release makes a point of mentioning the Kazakhstan, Egypt, and China locomotives. Maybe those countries, or other countries in those regions, use or are familiar with the UIC standards.

Most of the world outside of North America uses UIC, or a variant of. Japan's a notable exception, but they're notable exception for EVERYTHING - very few locomotives, virtually no freight, mostly narrow gauge, crash standards that make European trains look like rolling bank vaults, high platforms, low maximum speeds, yet high average speeds. And they ran steam into the mid 70's...
