Looks like some of the P40s will be overhauled and put back into service. (A recent article in Railway Gazette specifies F40s rather than P40s, but that is a typo.)
Return to service diesel locomotives: This project will return to service 15 P40 Locomotives in order for them to be used in long distance service. During the overhaul of the P40 locomotives, all main components of the unit including the auxiliary generator power contactors, voltage regulator, batteries, trucks and air brake will be replaced or overhauled. The 480 volt system, event recorder, and interior components such as seat, doors, windows and control stand will be inspected and replaced. All modifications on file will be completed.

Does this mean the P40's will be modified to full P42 specs, i.e. EFI?

It would seem that the project is something of an overhaul just to get the units back into service and not an upgrade to P42 specs. And IIRC, the P40's previously had the power assemblies upgraded to 4250 hp while still maintaining the "P40" desgination.

The dollar figure quoted per locomotive is $867K. I know this is a government outfit but that kind of coin should be good for more than fresh paint and new horn.

Each P40 needs a complete engine overhaul , trucks will be redone, etc.

On GE's, many roads ship the engine back to Grove City for factory overhaul ($$$)-and in turn receive the benefit of a warranty. The really wealthy outfits-like MNRR-send the entire locomotive back.
