Back around the beginning of the 1990s, GE rebuilt an M630 (ex-BCR, I think) with the control system, etc, used on the C30-7S rebuilds: I think it was sent ot Mexico to demonstrate.
At that time there were still a good number of Alco/MLW units on mexican rails, and the NdeM went for the C30-7S idea in a big way. It was not unthinkable that they would start a simioar program of rebuilding/updating their Alco/MLW units.
GE Transportation's web site has a section on "locomotive enhancements"-- things they will sell to upgrade older locomotives. Some of them seem to be offered for Alcos!
