Brings to mind the German plandampf, when regular timetabled services, including freight trains, are steam-hauled.
Not in any large city, so the pollution doesn't accumulate. But it still adds CO2 to the atmosphere.

Incidentally, railway enthusiasts have pointed out on at least one forum that the headlines don't take account of the fact that steam trains have been running scheduled services on Network Rail metals for some years, eg the Jacobite in Scotland and the NYMR services to Whitby.
