Looks like an AAR standard control stand on a unit not equipped with dynamic brakes. 26L brake valve. Digital display of some kind.

ElectroMotive nameplate on the stand indicates an EMD unit. Can't tell much more than that.

Could be 300 or 301,or one of the rebuilt MP-15's

The display screen in bottom right says “NYA 0300” so probably the newer Progress engine.
