It is a step, this ACES image on the Wikipedia article shows that more clearly than the Tri-rail image. https://en.wikipedia.org/wiki/Bombardie ... E_3305.jpg

Does this conflict arise out of an ADA design decision (i.e., was the station designed for stemless access at 25 inches above top of rail (the floor height of the Tri-Rail cars), while the Tri-Rail cars were designed to use lifts for lower platforms)?
