Sad to say NYC (P&LE) 8652 Alco S-4 Serial 80938 TLE&W 9752 has been scrapped in Providince, OH where she sat in the picture posted.

Is this one of the dual control GP-38s that were supposed to go to the PRSL and then instead went to PC?

No, it's one of the ten units (7815-7824) that PC received in November 1969 for use around the
Detroit area. Similar to the PRSL units these had D/B the PRSL's did not.
