February 2015 is the latest photograph I have of P40 #4801 leading an MMC move.

I think this is your answer. They were bought for a service that got dumped.

NJT does not like GEs, the P40s were bought purely because they could fit in the tunnels, with the 44 shoving, thats it. Had the service survived, surely the 45s would have shown them the door by now anyway.

Not sure if they don't like GE but I'd be willing to bet that being the oddball in a fleet dominated by BBD and EMD was the issue

Most of the money was probably allocated away from the P40's towards all the ALP's.
