Under the Key, their transfer system is even more counterproductive than it was with tokens. Anyone who falls in the un- or under-banked demographic, is an infrequent rider, or doesn't live near a sales location can be forced to pay cash which doubles the cost of a trip involving a transfer. At $5, you're starting to push towards ride-share prices. With two or more people riding together, you're there.
They've known for years that their transfer fees distort rider behaviors, so what do they do ... make the situation even worse.
