not only efficiency but a proper container in the proper well means security for the cargo in container.
with a 40 foot Container in a 53 foot well the door can be opened by thieves.

As for how secure these things can be ... just search on google - there are multiples of pictures of trains tipped over from high winds on bridges, leaning over against the bridge railing -- with the top containers hanging in the air ...

Or derailments where the containers have exited the well car entirely ... still securely attached to each other.

Those twistlocks are pretty beastly little devices ...
