Looking at the travel alerts, it says that 1167 is cancelled, and that passengers should use 1169 instead. Since 1167 turns east as 1128 at Suffern, that is also cancelled, but instead of simply telling passengers to use 1130, it says to "take NJT Extra Service train for service to Hoboken"...

There is room to the west to expand the Forest Hills platforms to 12 cars, there's just no reason to. Both Forest Hills and Kew Gardens have very low ridership.
