The Federal Energy Regulatory Commission ("FERC") regulates, among other things, the reliability of the Bulk Electric System (generating stations 20MVA and greater and electric transmission at 100kV and higher). FERC is very concerned that railroads are increasingly unable to effect timely deliveries of coal, especially Powder River Basin coal, needed to fire electric generating stations resulting in grid reliability concerns. Today at FERC's monthly agenda meeting, presentations on railroad coal operations were made by FERC staff, the STB and BNSF. I found some of the contents very interesting from a rail fan perspective.
