Still hard to read, but appears the
RL&MN is on the cylinder box? I looked that up, and there is an RL&M which was the Rangley (sic) Lakes & Megantic, but more likely the builder Rogers Locomotive & Machine Works [RL&M].(Not sure what the italic "N" is for) A record I found states that Rogers built the following very similar lower numbered locos for the NH&D (New Haven & Derby Railroad) {subsequently the NYNH&H in 1892). #15 is not on that particular roster, so perhaps went to another railroad in about that time frame.
