(I will visit the science and engineering library at my local university this week and talk to someone about what AIEE material I can access… I may, perhaps, maybe, be able to get something useful that I will post.)

Worth reading if you can access it is the 1950 paper “Railway Electric Braking Systems” By F. Whyman. This provided a concise and succinct summary of the various electric locomotive electric braking systems, AC and DC, then extant, so is a good starting point for the basics.
