Flood control gates which were part of an extensive flood control project by the Corps of Engineers c. 1920's - 1930's after the disastrous floods of the Tuscarawas and several other rivers. Dover Dam and Bolivar Dam were part of the project.

I would imagine they are not operable now from the looks. Just a left over then?
