Did Atlantic Coast Line order its SD40's with dynamic brakes?

The ACL never ordered any SD40's, only SD35's and SD45's. And yes, they all had DB.

They had 24 SD35's, one SDP35 and 10 SD45's

all of which had dynamic brakes
