I understand the Falls Road Railroad interchanges with CSX at the Lockport Yard, but does the yard belong to FRRR or CSX?

Also, according to the Rochester Railfan site, the FRRR runs to Niagara Falls via trackage rights over the CSX Lockport Branch. The reason given is:
The FRRR also maintains trackage rights along CSX's Lockport Branch for runs out to the Niagara Falls Yard where new tank cars for Procor are stored between production and final delivery.
So, where are the Procor cars built, and why does the FRRR switch them?

FRR still has trackage rights to Niagara Falls but has not used them in several years. We are now using a part of them as far as Junction Rd. for the unit grain train hand-off.

Lockport Yard belongs to FRR. CSX brings our interchange into and picks up from us at the yard. CSX - FRR line is at Heath St.

There's an industry between Heath and Michigan St that appears to be active... who services that?

My understanding was the FRRR starts at MP 58.29 which (according to maps on the Rochester Railfan site) starts at Michigan Street.
