The military, and the government in general, underutilizes rail. Watch the truck entrance at Picatinny (or main gate at Lejeune for that matter). Carload upon carload of material is moved by trucks, rather than the rails parallel. Same situation on Pendleton, Leonard Wood, Bragg, Drum, and so on and so on...

Heck, as anyone who's served can tell you, just the amount of food it takes to keep a military moving could fill a decent sized freight train per day.

So much for the government leading by example.

The stuff that arrives in Picatinny is not worth shipping by rail. It is better suited to moving by truck. They do not receive anything in bulk that would make it wise to ship by rail. As for other bases, I know Fort Drum still uses rail, getting coal for the power plant and shipping out equipment by rail. It seems where is still makes sense, it is used from the few posts I have been to.
