@HazzanDan I’ve never been able to get the railroad.net clock settings completely right. Would be nice if it just synced with whatever device I was using. RB-1 was indeed there at 12:45 going north. They were running a little later than usual.

These are tentative dates at this time.

Assuming the crossing rebuilds are part of RFP 2205, schedule H paragraph 14 : " Contractor shall install 4” Schedule 80 PVC pipe along both sides of the tracks, below bottoms of ties, and under the tracks in the first cribs outside the crossing area, as conduit for future warning device upgrades. Ends of pipes shall be plugged with red rags to
prevent contamination."

So to answer your question, eventually, probably.

According to the NJDOT site Regarding Howell Road...

Howell Road to be closed for railroad crossing repairs next week in Howell, Monmouth County Detours necessary during construction
(Trenton) – Howell Road is scheduled to be closed and detoured next week between Route 33 and Vanderveer Road in Howell, Monmouth County.
Beginning at 7 a.m. Monday, June 5, until 5 p.m. Friday, June 9, Howell Road will be closed in both directions between Route 33 and Vanderveer Road to reestablish the railroad crossing. Access will be maintained for local traffic. The following detours will be in place:
Howell Road northbound detour:
• Motorists on Howell Road northbound will be directed to Adelphia-Farmingdale Road/CR 524 eastbound, towards Farmingdale
• Turn left onto Fairfield Road
• Turn left onto Park Avenue, just past Route 33
• Turn left onto Howell Road
Howell Road southbound detour:
• Motorists on Howell Road southbound will be directed to Park Avenue
• Turn right onto Fairfeild Road
• Turn right onto Adelphia-Farmingdale Road/CR 524 westbound
• Turn right onto Howell Road

In order to provide safer and smoother railroad crossing, the existing crossing will be replaced with new concrete crossings and asphalt approaches. This federally-funded project is included within NJDOT’s railroad grade-crossing safety program which repairs, upgrades, or removes approximately 50 crossings each year, statewide.
The precise timing of the work is subject to change due to weather or other factors. Motorists are encouraged to check NJDOT's traffic information website www.511nj.org for real-time travel information and for NJDOT news follow us on Twitter @NewJerseyDOT and on the NJDOT Facebook page.

I'm going to hazard a guess that (potential) active crossings will be upgraded first, probably through NJDOT, with the other remaining crossings done through the line rehabilitation contract?
