I don't know why they are going to Lorton and not down to Woodbridge or further south through Prince William County. There is room for a third track between the 2 tracks

Franconia to Lorton Third Track will add approximately 6 miles of mainline third track from Franconia to Lorton, creating a continuous third track corridor between Alexandria and Lorton.

There is not room for a third track over the Occoquan River without a major bridge (re)construction project and the space between the existing tracks ends at the Lorton VRE station.

From talking with VPRA officials, no major water crossings (besides the Potomac) are included in Phase 1/2 of TRV. The thought is that 5 of the major water crossings between ALX and FBG will get their own double track passenger bridges, and two will get an additional single track bridge during Phases 3/4 and beyond of TRV.
