Pan Am Locomotive Engineer Application

So Pan Am Railways has had a posting for months now that they are hiring locomotive engineers in 3 locations. Does anybody know if they are actually actively hiring? It's been posted i think since march. Also, do they hire candidates who are not certified Locomotive Engineers? Application says you just need to have conductor experience nothing about being a certified engineer.
