How come 3020 can never lead a train and only be used as a B unit? Also is there any chance that this will be painted into a yellow jacket and chop nosed?

Apparently it's not equipped to lead. CP Rail did this with the high hood SD40s they got from NS ages ago. Just didn't bother to spend to put all the cab equipment in them required for FRA standards. Not sure what that entails on NYS&W, beyond the basics - seats, FRA glazing, and all the proper controls on the control stand. And a toilet. That may even be the main issue there, as NS's idea of a toilet back in the day was a hoop you hung a plastic bag on, to dispose of later. While I think with the takeover of Conrail they've advanced beyond that, old units would likely still be equipped as such. On Conrail, that was one reason why NS units normally didn't lead - it had to do with union rules as I understood it.

Chances are this engine was in decent mechanical condition, so it will run as-is until it needs heavy overhaul. Then perhaps it will get modified.

Since the NS had to comply with FRA standards themselves, it's unlikely glazing issues are the reason. Toilets are a real possibility, as well as lack of an event recorder. lack of operating cab heaters, non-agreement seats, ditch lights, ertc., all possibilities for making a unit a "trailer" only. Only the FRA, and/or the NYS&W could answer this one, for sure......
